Traditional advertising agencies usually receive inquiries from clients who have seen or heard of the agency; then the agency is required to talk to those who have made inquiries, arrange an appointment with them and offer the agency’s services.
There are agencies that go the extra mile and proactively contact companies in different fields and offer them their services. The disadvantage of this method is that it is a cold call and it takes longer to coordinate a meeting; the advantage is that it is a market segment that requires the services of an advertising agency but is not actively looking (and they receive offers from several advertising agencies).
The reason most agencies do not do this is because it requires a lot of effort and resources to be able to make these cold calls.
